中华联合财产保险公司开展农业保险业务已有20年的历史。近年来,在稳定新疆建设兵团农业保险发展的同时,又主动参与疆内外农业保险的试点。如在新疆温宿县开展农业保险服务,在江苏淮安开展水稻及小麦保险,在四川推动养殖业保险,在重庆承包烟叶保险等。长期的业务活动积累了不少值得借鉴的经验。具体说来主要有四点:(1)坚持政策性农业保险的定位,财政提供“暗兜底”;(2)在统一签章的前提下,采取多种形式收取保费; (3)制定专门的农业保险技术规范; (4)以防灾防损为重点,建立农业生产灾害预防体系等。
