中共中央政治局常委、中央政法委书记周永康在2008年19日召开的全国公安机关“三基”工程建设总结表彰大会上强调,全国公安机关开展“三基”工程建设,符合科学发展观要求、符合公安工作实际、符合人民群众愿望,必须坚持不懈、锲而不舍地抓紧抓好,为促进经济平稳较快发展、保障社会公平正义、维护社会和谐稳定作出新贡献。
