改革开放20多年来,中国民营经济迅猛发展,作为中国新生的经济力量,它已成为国民经济的重要组成部分。随着中国加入WTO的临近,经济全球化趋势的日益显现,网络经济的迅速蔓延,发展民营经济,扩大民间投资,已成为启动经济增长不可或缺的条件。同时,随着中国市场经济进程的加快,民间投资也逐渐成为衡量市场主导型投资主体是否确立及市场化程度的重要标志。改革开放以来,依托乡镇企业发展壮大起来的宁波,在民间投资方面也获得了长足发展。“八五”以来,民间投资逐步在我市全社会固定资产投资中担当起主角。1990-1999年全市民间投资累计完成947.6亿元,占全社会总投资的47.7%,年均增长24.1%,高于国有投资年均增速7个百分点。然而,透视民间投资发展轨迹,我们发现,我市自1990-1996年经济快速增长期后的连续几年,民间投资呈逐年下降的态势。从全国来说,民间投资的发展更是令人担忧。国家为了启动民间投资,采取了许多措施。但全国民间投资增幅仍然呈下降趋势,民间投资依然热不起来,甚至出现了民间
In the more than 20 years since the reform and opening up, China’s private economy has enjoyed rapid growth. As the economic strength of China’s new students, it has become an important part of the national economy. With the advent of China’s accession to the WTO and the increasing trend of economic globalization, the rapid spread of the Internet economy has made development of the private economy and expansion of private investment an indispensable condition for starting economic growth. At the same time, with the acceleration of the market economy in China, private investment has gradually become an important indicator of whether the market-oriented investor is established and the degree of marketization. Since the reform and opening up, Ningbo, relying on the development and expansion of township and village enterprises, has also made great strides in terms of private investment. Since the “85”, private investment gradually play a leading role in the city’s investment in fixed assets. From 1990 to 1999, private investment in the city totaled 94.76 billion yuan, accounting for 47.7% of the total investment in the society with an average annual growth rate of 24.1%, higher than the average annual growth rate of state-owned investment of 7%. However, from the perspective of the development of private investment, we find that for several years after the period of rapid economic growth in our city from 1990 to 1996, private investment has been declining year by year. From a national perspective, the development of private investment is even more worrying. In order to start private investment, the state has taken many measures. However, the growth rate of non-government investment in China still shows a downward trend, and non-government investment is still not hot enough.
