之所以在标题中写出“小议”这两个字,是因为关于中国海洋利益以及海洋争端这样的题目实在是太大,以此为题,政治、经济、国际法……无论从哪里切入,写出几部书都绝不为过。笔者决定写这篇东西,主要是源于这样两条新闻:“1月7日,韩国表示:希望尽快开通中韩军事热线”;“1月12日,中国南极内陆冰盖考察队的17名队员,成功登上南极内陆冰盖最高点”。因此,本文实际上只能算一篇随笔性质的文字,以这样一个篇幅,也仅仅是“勉强”够得上“小议”这个词……
