乡镇街道企业星罗棋布、点多面广,县(市、区)工会鞭长莫及,难以实行有效的服务指导。因此,强化乡镇街道工会建设,建立向乡镇街道一级延伸的工会组织领导体制,以此推动新建企业建会工作,发挥新建企业工会作用,就成为各级地方工会当前一个亟待解决的重大课题。近年来,各级地方工会虽然在加强乡镇街道工会建设方面采取了一系列措施,但乡镇街道工会的领导体制、工作运行机制并没有真正实现从计划经济到市场经济的转型,在新形势、新任务面前表现出严重不适应:——不适应工作范围扩大的要求。原来乡镇街道工会工作范围较小,工作范围主要是所属的乡镇街道企业和直属机关事业单位。随着国有中小企业产权制度的改革,大量无主管部门企业的党组织关系和工会组织关系分别归属到乡镇街道党委和工会;乡镇街道企业改制,其所有制结构发生了很大变化,由原来的集体所有制发展到集体、私营、外资、混合所有制并存。加上非公有制经济迅速发展,使得原来意义上的乡镇街道企业已不再是一种所有制企业的概念,而是一种地域概念。乡镇街道工会工作范围的扩大,要求这一级工会的组织领导体制、工作运行机制相适应。如何理顺这一级工会与各种不同所有制企业工会组
