经济界对国有企业“富余”职工的分类,主要有两种意见: 一种意见主张分为四类:1.生产性富余,即因企业生产经营不景气无法安置现有劳动力而造成的富余;2.结构性富余,即企业一方面许多岗位人浮干事,另一方面大量苦脏累工种人员短缺;3.生理性富余,指那些部分或基本丧失劳动能力,又不到退休年龄的职工;4.季节性富余,主要是发生在受气候等因素影响的行业。
In the economic world, there are two main opinions on the classification of “excellent” workers in state-owned enterprises: One opinion is divided into four categories: 1. The productive surplus, that is, the surplus caused by the inability of the company to produce the existing labor due to the poor production and operation; 2. The structural surplus, that is, many positions on the one hand, the company floats on the one hand, and on the other hand, there are a lot of people suffering from shortage of labor; 3. Physique surplus refers to those employees who are partially or basically unable to work, but who are not at retirement age; 4. Seasonal surplus, mainly in industries affected by climate and other factors.
