上海市卫生局为进一步加强占全市中医药人员及床位三分之一的综合性医院中医科内涵建设,充分发挥综合性医院在人才、技术、设备、管理等综合优势,计划“九五”期间在全市设有中医科的108所区县级以上综合性医院建设一批中医特色突出,临床疗效显著,服务功能齐全,队伍结构合理,管理水平高、精神文明建设先进的示范中医科,以点带面,逐步扩大。首批入选的十二个单位中医科其中医、中西医结合床位占所在医院床位的7.5％,门诊量占16.1％。 创建“示范中医科”是该市“九五”期间实施《杏林工程》一项正式举措。1996年初,该局关于部署推荐示范中医科建设单位的通知,即刻在各区县卫生局、综合性医院和中医科引起
