新公共管理是20世纪70年代以来兴盛于西方各国政府改革的一种新模式,这一模式的基本价值取向是以解决政府和其他公共部门管理问题为核心目标,使政府走出财政危机、管理危机和信任危机的困境,提升国家竞争力。以市场为导向的西方公共行政管理改革的理论和实践对我国的公共行政管理改革有一定的借鉴作用,因而有必要进行深入研究。
