林业基地建设投资由财政无偿拨款改为由建设银行投放有偿贷款后,使林业系统长期形成的一套基地建设投资管理、核算方法,已不能适应新的需要,改革迫在眉睫。1985年以来,我县在这方面进行了一些尝试。现将我们的作法,介绍如下,供参考。一、加强计划管理。首先由省林勘院派专家对我县基地建设进行全面规划设计,再由县政府根据统一规划,将整个基地建设任务按年度落实到各乡、镇、地段,最后由乡、镇政府将计划分解到各村、组直至林农。各级政府在计划中不但规定了生产项目、面积、数量,还规定了各生产项目的具体投资额。林农只要完成了生产计划,就能借到相应的基地贷款。对不按计划生产的,一律不予贷款。这种管理方法既保证了基地建设计划的实施,又增加了计划投资的透明度,便于有关部门对计划投资的检查,有利于群众的监督。
