中国选择优先发放拥有自主知识产权的4G通信标准牌照——TD-LTE,充分反映了政府发牌的艺术和智慧。但是其成功与否则取决于TD-LTE产业能否具有竞争力。2013年12月初,中国的工业和信息化部正式向三大电信运营商发放了4G牌照。中国移动、中国联通和中国电信成为首批获得TD-LTE网络经营许可的运营商。其中中国联通和中国电信最想拿到的FDD-LTE牌照暂未发放。
China has chosen to give priority to the issuance of TD-LTE, a 4G communications standard license with independent intellectual property rights, which fully reflects the art and wisdom of the government licensing. But its success or not depends on whether the TD-LTE industry can be competitive. In early December 2013, China’s Ministry of Industry and Information Technology officially released 4G licenses to the three major telecom operators. China Mobile, China Unicom and China Telecom are among the first operators to license TD-LTE networks. Among them, China Unicom and China Telecom most want to get the FDD-LTE license yet to be issued.
