我們在本卷中开辟了‘世界的回声’一欄,有系统的介绍各国论坛上的重要諭文,以及反映各国的舆论。目下在瞬息万变的国际形势中最值得我們注意的问题,是美日談判,因此,在读者开始相见的这一期中,我们就有關这一方面的选择了三篇论文:‘论美国的远东政策’,‘美国煤油和日本’及‘美国国務部的安撫政客’。第一篇是论的美国远东政策的转变,或美国安抚政策的扬弃,原文载于‘新群众’週刊。第二篇是论的美国煤油日本的关系,以及美国压迫日本的武器,原文载于‘亞细亞’月刊八月號但是美国的安抚政策並不是一朝一夕的事情,而且美国国務部中的安撫主義者却大有人在,自然,其中也有極力反對安抚政策的,这就是第三篇所論的题材,原文載于七月二十八日出版的‘新共和’週刊。
In this volume, we have opened the ’Echo of the World’ column, which systematically introduces the important encyclicals in various forums and reflects public opinion in various countries. Now the most deserving of our attention in the ever-changing international situation is the U.S.-Japan negotiations.
