中共中央、国务院《关于切实做好国有企业下岗职工基本生活保障和再就业工作的通知》(中发[1998]10号,以下简称“中央10号文件”)颁布以来,各级劳动保障部门在当地党委和政府的领导下,加快建立了再就业服务中心和下岗职工进中心的工作进度,取得了阶段性成果,但还存在一些问题,亟需研究解决。当前,下岗职工医疗保险问题已成为各级劳动保障部门及下岗职工最为关注的热点之一,也是下岗职工进再就业中心一个最大的后顾之忧。解决好这个问题,既可以稳定社会,又可以促进就业,还可以加快医改进程,可谓“一石三鸟”“一举多得”。因此,应当下大气力解决好这个问题。

It can also speed up the medical reform process. It can be said that “one stone, three birds and one bird” “serve multiple purposes.” Therefore, we should make great efforts to solve this problem.
