In January 1991, a total of 10050 members of the Manitoba Provincial Nurses Federation of Canada held a 31-day strike. During the strike, all major maternity hospitals in the province can only provide about 30% of normal nursing work. To examine the impact of the nurse strike on cesarean section rates in the province, a computer-based approach to observation and review was used to study the computerization of Manitoba in the 24 months from September 1, 1989 to August 31, 1991 Medical records were compared between the 16 months prior to strike, the strike period, and the seven months after strike for differences in cesarean indications, cesarean section rates, induction rates, anesthesia rates, forceps delivery rates, and poor maternal outcomes.
