我县地处苏北沿海中部,是全国甲类县。1985年开始,通过健全网络、落实经费、制定规划、树立典型、推广普及等方法,使健康教育工作得以全面展开。1994年,适逢“全国九亿农民健康教育行动”(以下简称“行动”)开始实施,我们及时成立“行动”领导小组,认真制定“行动”计划,完善原健康教育规划,硬化主导措施,使社区居民的卫生防病意识明显增强,自我保健能力不断提高,健康行为、卫生习惯得到改善,进一步促进了全民素质的提高。1 加强领导,制定计划,完善社区健康教育体系 健康教育是提高全民素质的基础工程,同时又是实现“2000年人人享有卫生保健”目标的基本保证。而“行动”则是
