善谋,意即善于谋略。领导,特别是“一把手”,在各项工作中制定设计的各种计划、方案、策略等都属于谋略的范围。学习、研究、运用谋略,可以使决策者提高用谋运智的本领,做到多谋善断,遇事有主意、有办法、有策略。实干,即脚踏实地抓落实。在科学谋略的基础上真抓实干,创造性地工作,以奋发向上,敢于争先的精神,把各项事业推向前进。以此不断提高领导水平,增强领导效能,以适应日益发展的改革开放和两个文明建设的需要。
