民主需要一定的前置条件,农村民主和村民自治也不例外,但如果认为村民素质低,文化水平不高,农村宗族势力强,没有自治传统,就不适合搞民主和自治,则显然是本末倒置。因为,且不说这种情况并不合乎农村实际,例如,在传统中国乡村,地方自治普遍存在;即便合乎实情,也难以证明素质和文化水平偏低就搞不了民主。其实,民主需要培育,需要在实践中完善发展,而不是等什么“素质”“水平”高了以后凭空掉下来。
Democracy requires a certain amount of preconditions. Rural democracy and villager autonomy are no exception. However, if villagers are regarded as low in quality and cultural level, and there is no autonomy tradition in rural areas, they are not suitable for democracy and autonomy. . Because, not to mention, this is not true of rural areas. For example, in the traditional Chinese rural areas, local autonomy is ubiquitous; democracy can not be achieved even if it is difficult to prove that the quality and level of education are low. In fact, democracy needs to be nurtured and its development needs to be perfected in practice, rather than waiting for it to fall out of thin air after it is high.
