29年前,举国震惊的东北“二王”案,新中国发出第一张悬赏通缉令,最高奖励人民币两千元。这在今天看来十分普通的一张通缉令,发布的过程却异常曲折艰辛1983年2月12日,案犯王宗坊、王宗玮兄弟,在沈阳空军医院图谋行窃时被发现,当场开枪杀死四人;杀伤三人后逃窜。当年3月,公安部三局副局长刘文,被任命为“二王案”的前线总指挥。
