海河流域水资源保护局为海河水利委员会的单列机构。是具有行政职能的事业单位。海河水利委员会水资源保护的行政职责由海河流域水资源保护局承担。海河流域水资源保护局机关内设办公室(人事处)、监督管理处、计划财务处、规划保护处4个处室。局下设海河流域水环境监测中心、水资源保护科学研究所,主要从事水资源保护、水环境监测、环境影响评价和科研方面的工作。
