从20世纪80年代起,新公共管理思想引领了全球政府改革浪潮,催生了新兴的政府工具:公私伙伴关系。在公共管理学术共同体中,此前对公私伙伴关系的研究集中于政策执行、城市基础设施建设以及公共服务供给领域。新世纪以来,风险社会背景下突发事件的频发性、复杂性和破坏性,使得公共部门仅凭自身的资源和能力难以对此做出有效响应。公私伙伴关系成为危机防范和灾害应对过程中的理性选择。以突发事件管理过程为基础,建立公私伙伴关系合作机制,有利于公共部门和私人部门加强学习和增强能力,提高危机管理的弹性和韧性。
Since the 1980s, the new public management thinking has led the wave of global government reform and has spawned emerging government tools: public-private partnerships. In the community of public administration academics, previous research on public-private partnerships focused on policy implementation, urban infrastructure and public service provision. Since the new century, the frequent, complex and destructive emergencies under the background of risk society make it difficult for the public sector to respond effectively to its own resources and capabilities alone. Public-private partnerships have become the rational choice in crisis prevention and disaster response. The establishment of a public-private partnership cooperation mechanism based on the emergency management process will help public and private sectors to enhance their learning and empowerment and enhance the resilience and resilience of crisis management.
