一公安部于1997年6月召开的全国刑事侦查工作会议,确定了以侦查破案为核心的刑事侦查工作总体改革思路,其中将公安机关分设的刑事侦查和预审两个职能部门合并,实行侦审一体化,这无疑是侦查体制的一项重大变革,必将对我国公安机关的侦查工作注入强大的活力,产生深远的影响。侦审一体化是公安机关在办理刑事案件过程中,实行在刑侦部门内实现立案、侦查、审讯、提请逮捕、移送起诉一体化运作的工作格局。侦审一体化不是简单地将原预审部门并入侦查部门,或在侦查部门内部另设预市机构,而是将现有的预市机构撤销,把原属预审部门的业务工作并入侦查部门,由侦查部门统一负责承担。因此,侦审合一是为了体现侦审合力,使侦审两大优势互为融合,进一步强化侦查的职能,允分发挥公安机关在打击犯罪中的整体效能和合力。
