实行中小学教材出版发行招标是我国推进教材出版发行改革,减轻学生家长负担,打破垄断,引进竞争机制的一项重要举措。根据国务院办公厅有关精神以及新闻出版总署、教育部和国家计委的通知要求,2002年福建、安徽、重庆两省一市进行了中小学教材出版发行招标试点工作,产生了良好的社会效果,为在全国全面推开做出了有益的探索。为借鉴试点省市的成功经验,推进新疆教材出版发行体制改革,贯彻新闻出版总署关于进一步扩大教材招投标试点的精神,2003年4月,自治区人民政府正式成立了新疆中小学教材出版发行招投标工作协调指导小组,自治区人民政府副秘书长阿日甫、新闻出版局党组书记刘长明分别任正副组长,新闻出版局副局长张新泰任指导小组办公室主任。自治区新闻出版、教育、物价、财政等相关部门的负责同志为成员。随后,由自治区新闻出版局牵头,自治区人民政府办公厅和教育、物价等部门组成中小学教材招投标工作考察组,分赴福建、安
