解决“三农”问题的根本举措在于提高农民的素质,提高农民的科学文化素质。对此,本文认为农民科技培训工作要纳入法制轨道,充分发挥政府部门的主渠道作用,建立多形式的投入机制,加强培训教师队伍建设,鼓励专业技术人员投身到农民教育培训工作中去,在此基础上改善农民教育的基础条件,结合区域特点有计划地开展农民培训,通过上述内容做好新形势下农民科技培训工作,为农村经济发展和社会进步提供人才支撑。
The fundamental solution to the “three rural issues” lies in raising the quality of peasants and improving their scientific and cultural qualities. In this regard, this paper argues that farmer science and technology training should be incorporated into the legal track, give full play to the role of government departments as the main channel, establish a multi-modal input mechanism, strengthen the training of teachers and encourage professional and technical personnel to join the peasant education and training work. Based on this, the basic conditions for improving peasants ’education should be improved. Peasant training should be carried out in a planned way according to the regional characteristics. Through the above contents, the training of peasants’ science and technology under the new situation should be done to provide personnel support for rural economic development and social progress.
