联合国药物滥用管制基金,简称禁毒基金(Thellnited Nations Fund for Drug Abuse Control,缩写UNFDAC)。该基金的创立有其特有的历史背景。本世紀六十年代药物滥用所累及的人数和带来的社会危害(?)达到了前所未有的程度。高度组织化的犯罪团伙网络活动猖獗,使得各种毒品的非法转运、宣传以及获得渠道大大增加。这种情况迫切要求国际间采取联合措施,联合国则成为计划并且实施这些措施的理所当然的机构。实际上在此之前联合国就一直为此问题做了大量工作,
The United Nations Drug Abuse Control Fund, or The forbidden Fund (Thellnited Nations Fund for Drug Abuse Control, UNFDAC). The establishment of this fund has its own unique historical background. The number of people involved in drug abuse in the 1960s and the social harm it caused (?) Reached an unprecedented level. The rampant network activities of highly organized criminal gangs have led to a substantial increase in the illicit transfer, promotion and access to various drugs. This situation urgently calls for joint international measures and the United Nations as a natural institution to plan and implement these measures. In fact, the United Nations has done a great deal of work on this issue before.
