国务院于１２ 月１ 日下午召开全国安全生产工作紧急电视电话会议，中共中央政治局委员、国务院副总理吴邦国强调，要全面贯彻落实党中央、国务院关于加强安全生产工作的要求，采取有力措施，狠抓薄弱环节，坚决遏制重大特大事故的发生，迅速扭转当前安全生产形势严峻的局面。１９９９ 年以来，各地区、各部门和广大企业按照党中央、国务院关于安全生产工作的指示，共同努力，伤亡事故比１９９８ 年同期有所下降。但是安全生产形势仍然相当严峻，特别是１０ 月份以后，重大特大事故频繁发生。吴邦国副总理指出，当前安全生产形势严峻，突出表现有４ 个方面，１ 、在一些地区和行业同类事故重复发生。２ 、恶性道路交通事故频繁。３ 、责任事故居高不下。４、因工程质量低劣、假冒伪劣产品而酿成的事故明显增加。日前，国务院发出关于加强安全生产有关问题的紧急通知， 要求各省、自治区、直辖市人民政府，国务院各部委、各直属机构认真做好安全生产工作。为切实做好全国安全生产工作， 迅速遏制重大特大事故的发生， 扭转事故上升的势头，吴邦国副总理提出６ 点要求。本刊摘登讲话的６ 点要求全文，以飨读者。
