发展高等职业技术教育,为生产建设第一线培养大批的应用型、技术型人才,是发展首都经济的需要。教育部、国家计委决定在15个省市试行按新的管理模式和运行机制举办高等职业技术教育的改革举措,为北京市加快人才培养,促进高等教育的改革与发展提供了宝贵的机遇。在教育部发展规划司的具体指导下。北京市对发展高等职业教育的基本思路和实施方案进行了认真研究,现就研究中所考虑的主要问题谈几点认识。
