江苏镇江市教育局以简政放权为基本思路,着眼于现代学校制度建设,构建新型政校关系。通过精简文件简报、严控会议活动、规范检查评比(“试点校”可选择免检)、改进调查研究,着力减轻中小学校长负担;通过扩大校长的干部使用权,落实学校岗位聘任权、教师流动决定权、绩效考核分配权,试行“自主管理试点校”、“副校级干部选聘制”等举措,促进中小学自主发展;通过做好“大后勤”、成立“校长发展学校”、实施三年发展规划等,切实强化基础性、专业性、督察性服务。
