深圳惠盐高速公路是盐田港通向内地的一条黄金通道,交通部为确保这条高速公路的工程质量,一九九二年十一月委派我接任深圳惠盐高速公路监理公司总监的职务.当时监理制度实行不久,尚未得到普遍的理解,监理人员的工作经验和技术水平及其组织结构还有一个提高的过程,而且施工监理条件差,再加上惠盐高速公路深圳段线路长、项目复杂、工期短、承包价格低、任务重、施工队伍多,这一切都给监理工作带来了困难.
Shenzhen Huiyan Expressway is a golden passage leading to the hinterland from Yantian Port. In order to ensure the quality of the expressway, the Ministry of Transportation appointed me as the director of Shenzhen Huiyan Expressway Supervision Company in November 1992. At that time, the supervisory system was not implemented for a long time and has not yet been widely understood. There is still an improved process of supervisory staff’s work experience and technical level and their organizational structure. Moreover, construction supervision conditions are poor. Coupled with the length of line section of Huiyan Expressway in Shenzhen, Complex, short construction period, low contracting price, heavy tasks and more construction teams all bring difficulties to supervisory work.
