美国克林顿政府上台后不久,就提出了一项投资4000亿美元、旨在重振美国经济的“信息高速公路计划”,引起世界的普遍关注。日本、韩国、新加坡、法国和我国台湾也相继提出了类似计划。我国政府根据中国的具体情况,也及时地提出了建立国家经济信息网的战略。那么,究竟什么是“信息高速公路计划”?我国提出建设国家经济信息网的意义、国家经济信息网的构成、建设经济信息网的可行性、所存在的问题以及今后的努力方向又是什么呢?带着这些目前全球关注的热点问题,本刊记者走访了国家邮电部部长吴基传同志。吴部长的一席长谈,不仅使我们对世界最前沿的信息通信技术有了系统的了解,而且对我国信息通信事业的迅速发展倍感振奋,对其发展的前景充满了信心。
Shortly after taking office, the U.S. Clinton Administration has proposed a plan to invest 400 billion U.S. dollars in the “information superhighway” aimed at revitalizing the U.S. economy and has aroused the world’s widespread concern. Japan, South Korea, Singapore, France and Taiwan of our country have successively put forward similar plans. According to China’s specific conditions, our government has also put forward in time the strategy of establishing a national economic information network. So what exactly is the “Information Highway Project”? What is the significance of our country’s proposal of building a national economic information network, the composition of the national economic information network, the feasibility of building an economic information network, the existing problems and the direction of future efforts? With these current hot issues of global concern, our correspondents visited Comrade Wu Ji-chuan, director of the State Ministry of Posts and Telecommunications. The long speech of Minister Wu not only gives us a systematic understanding of the most advanced information and communication technologies in the world, but also is very much inspired by the rapid development of China’s information and communications industry and full of confidence in the prospects for its development.
