正确认识、全面理解以发展为第一要义、以人为本为核心、全面协调可持续发展为基本要求、统筹兼顾为基本方法的科学发展观,深感基于还原论思想的管理职能分工式、业务板块分割式的“只见树木,不见森林”的常规管理模式难以从整体的角度来理解和处理管理世界的多样性与复杂性,远远落后于大千世界的发展趋势,已不能适应满足时代发展的新要求,取而代之的是基于系统论思想的“既见树木,又见森林”的集成管理模式。集成管理论作为与传统管理、科学管理与现代管理理论既一脉相承、又与时俱进的管理科学理论的新进展,坚持扬弃还原论基础上的系统论,着重从整体性与协同性来理解和处理管理世界的多样性与复杂性问题。集成管理论以科学发展观为指导,科学发展观以集成管理论为支撑。加强集成管理论的研究及应用也是贯彻党的十七大精神的应有之义。
