8月27日,省政协在淮安举行委员月谈会。委员们强调,要加大改革,强化管理,全面提升九年义务教育的质量和水平。省政协副主席吴冬华主持月谈会并讲话。据了解,我省从20世纪80年代初开始推进九年义务教育的普及工作以来,“普九”工作取得了令人瞩目的成绩。1996年通过国家评估验收,基本普及九年义务教育、基本扫除青壮年文盲。此后,着力巩固基本“普九”成果,努力提高义务教育的质量和效益。但随着经济的快速持续发展,义务教育的发展还面临一些新的情况和问题,需要认真研究解决。提高九年义务教育水平,是广大政协委员十分关注的问题。月谈中,朱永新、范锡行、喻旭初、王元、贡光治、闵开仁、徐乾、施钟林、周顺生、周德藩等委员先后发言。委员们充分肯定了我省实施九年义务教育取得的成绩,认为九年义务教育是科教兴省的奠基工程,对提高全社会的人口素质具有全局性、基础性和先导性作用。委员们指出,促进义务教育的均衡发展,是义务教育的基本性质和特点,是世界发达
August 27, the provincial CPPCC members held in Huaian monthly forum. Members emphasized the need to step up reforms and strengthen management so as to comprehensively enhance the quality and standard of nine-year compulsory education. Provincial CPPCC Vice Chairman Wu Donghua presided over the monthly meeting and made a speech. It is understood that since the beginning of the nine-century universal education for compulsory education in our province since the early 1980s, “universal work” has made remarkable achievements. In 1996, it passed the national assessment and acceptance, basically popularized nine-year compulsory education and basically eliminated illiteracy among young and middle-aged people. Since then, efforts have been made to consolidate the achievements of basic education and strive to improve the quality and effectiveness of compulsory education. However, with the rapid and sustained economic development, there are still some new situations and problems facing the development of compulsory education that need careful study and solution. To raise the standard of nine-year compulsory education is a matter of great concern to the members of the CPPCC National Committee. On the lunar month, Zhu Yongxin, Fan Xihang, Yu Xuchu, Wang Yuan, Gong Guangzhi, Min Kailin, Xu Qian, Shi Zhonglin, Zhou Shunsheng and Zhou Defan made speeches successively. The members fully affirmed the achievements made by our province in implementing the nine-year compulsory education. We believe that nine-year compulsory education is the foundation stone for the province through science and education and has the overall, fundamental and leading role in raising the population quality of the entire society. The members pointed out that promoting the balanced development of compulsory education is the basic nature and characteristic of compulsory education and is a well-developed world
