冬季施工,我们已经积累了不少经验,十多年来,在冬季也建成了不少质量优良的工程。与此同时,也有一些工程因为没有认其按技术要求办事,缺乏严格的管理制度,而造成工程质量事故。所以,对参季施工这样一个“老”问题仍然是不可忽视的。现在,参季已经到来,必须充分作好参季施工的准备工作,从思想教育、技术管理等方面采取措施,才能保证参季施工达到质量高标准。——编者
