改革开放以来,中央行政管理体制不断推进改革,为适应政府治理变革的需要,地方行政管理体制改革也逐步展开。昆明基于其独特的地理位置、经济资源、民族特色等优势,近年来以“昆明特色”为模式,以自身建设的“科学性”为导向,以行政管理体制改革为重心开展昆明治理,深化体制改革创新,效果显著。建立起党政建设的量化考核以提高执政效能,改革行政管理体制以破除发展制约,在取得成绩的同时发现实践过程中的不足,针对改革过程中部门联动缺乏、政府职能问题、管理方式弊端、行政效能偏低等问题深入探析包括部门改革、职能转变、管理方式改革、行政效能改革为主的适宜昆明市地方行政体制的改革路径,进一步助力昆明市政府深化行政改革。
