劳动教养制度实施了50多年,各种运作弊端的产生在所难免,然而实践证明,劳动教养制度在预防和减少犯罪,挽救违法和轻微犯罪人员,维护社会治安和社会稳定,保障社会和谐中发挥了重要作用。面对质疑和批评,如何改革劳动教养制度已经成为众人关注的焦点。立法的完善,司法的保障,执法的科学、规范化是我国劳动教养制度改革的出路。
