“农民工”,一个多少带有苦涩味道的名词,近年来频繁见诸于报刊,更被国家政策研究部门所重视。维权,维权,为农民工维权,这已经引起中央领导层的高度重视。然而,这个问题实在太复杂了,理论上的讨论,政策上的研究,法律制度上的规定,诸多政策、措施,对农民工权益的保护有了长足进步,但仍然难以从根本上得到解决。农民工维权,这个概念既反映了体制上的缺陷,也无时无刻不体现着“老板阶层”在观念形态上重视不够的问题。这种状况在我国刚刚建立市场经济体制的起步阶段似乎有它的必然性。正因为此,理论研究才有其必要性。本期刊发的这组文章,对农民工权益保护的若干问题的思考,无论从实践当中农民工“丧权”问题的归纳,还是从宏观上对农民工维权不到位的管理原因的分析,都具有较强的研究意义。
“Migrant Workers”, a term with a bitter taste, has been frequently seen in newspapers and periodicals in recent years, and has also been valued by the national policy research department. Rights protection, rights protection, and rights protection for migrant workers have attracted the attention of the central leadership. However, this issue is too complicated. Theoretical discussions, policy studies, legal system regulations, and many policies and measures have made considerable progress in protecting the rights and interests of migrant workers, but it is still difficult to fundamentally solve them. The concept of peasant worker rights protection reflects not only the institutional deficiencies but also the problem that the “boss class” does not pay enough attention to the concept. This situation seems to have its inevitability at the beginning stage of the establishment of a market economy system in our country. Because of this, theoretical research is necessary. This series of articles issued by this periodical considers the issues concerning the protection of rural migrant workers’ rights and interests, whether in practice the migrant workers’ “deceitment of rights” problem or the analysis of macroscopic reasons for the management of migrant workers who are not in place. All have strong research significance.
