1995年1月,广州市建设有中国特色社会主义理论研究会在广州钢铁股份有限公司召开成立大会,并就社会主义市场经济条件下现代企业制度建设、党组织建设等热点、难点问题进行了热烈的研讨。现将研讨的主要观点综述如下: 一、切实明晰国有企业产权,逐步推行现代企业制度,加快社会主义市场经济建设 与会同志认为,现代企业制度的核心是企业法人制度,那么,国有企业怎样才能确立企业法人财产权呢?关键是政府要切实转变职能,政府的改革要与国有企业的改革同步进行。参加这次研讨会的一些同志提出,应由各级人大常委会成立一个专门机构,代替中央及各地方政府来行使全面管理国有资产的职能,真正做到政资分开、政企分开。此外,要使国有资产投资主体多元化、分散化。除组建全民资产管理委员会外,还应组建相当数量的全民资产投资经营机构,由国有资产投资委员会授权委托它们去投资经营。通过这种管理体制实现全民资产的终极所有权与企业法人财产所有权分开,创造出公有制新的实现形式。 国有企业现有产权的界定,是目前现代企业制度试点企业普遍遇到的首要难题。部分同志指出了在这个问题上存在的分歧:①企业在完成国家税收
