During the war of resistance against Japan, under the support of Japan, two puppet regimes of the pseudo-reform government and the pseudo-government were set up successively in central China. In order to obtain financial income, the pseudo-government contradicted the Japanese institutions in China. This paper, taking Yanwu as an example, analyzes the contradictions and conflicts existing between the two sides on the premise of common interests around the control of Tongyuan Company and the management of Huazhong Salt Company. The essence of this conflict is to vie for the dominion of the occupied areas. The nature of the puppeteer regime of the pseudo-government determines that it can not be financially autonomous and can not establish itself as an independent government in the occupied areas. The final outcome of the clashes between the two parties depends on Japan’s invasion of China policy.
