河朔图书馆位于河南新乡卫河河畔,是豫北地区著名的近代建筑,既有明清官衙的建筑风格,又兼容西方建筑技术,是研究近代中西合璧式建筑的宝贵资料。该建筑修建于1935年,其设计者是曾经参与人民大会堂、北京图书馆等建筑设计的建筑家杨廷宝。新乡地区文化底蕴厚重,但是近代以来,由于战火等原因,文化事业衰落下来。1930年,时任新乡县县长唐肯痛感新乡文化的衰败,所以倡议修建一座规模较大的图书馆。为了不给人民增添负担,图书馆筹委会采取募捐、发行彩票等办法来筹资。1935年图书馆竣工。当时的报刊记载:“新建总馆地址于卫河边上,四面环河,颇擅风景之胜,交通之便。
