一、立题与实施崇明岛四面环水,历来以水为命,崇明岛生存发展的历史,就是一部崇明人民与水奋斗的历史。崇明人民在促淤保滩、围垦造田的过程中创造和积累了宝贵的经验。为加速崇明海塘治理途径,掌握生物治理措施,崇明县水利工程管理所领导、科技人员在一起共同商讨提出了“生物促淤与海塘防洪能力研究”

First, the legislation and implementation Chongming Island surrounded by water, water has always been, the history of Chongming Island survival and development is a history of Chongming people and water struggle.
