大型水电工程建设不仅涉及土建、金结、机电安装等技术难题及质量、成本、进度、安全等管理难题,在建设过程中,还面临移民安置、征地拆迁、反恐应急、综治维稳、环境保护等纷繁复杂的社会问题。在跨区域水电站建设过程中,还面临地方政府属地管辖协调、政策及地方法规差异协调、利益平衡等管理难题。探索并构建高水平的水电站坝区、库区社会管理模式,有助于实现高水平的水电工程社会管理,有利于经济效益和社会效益两全兼顾,实现可持续发展。
