理论预设是科学研究的逻辑起点与逻辑支撑,但并非牢不可破的真理。对理论的反思应该从理论预设入手,而不仅仅是对具体的理论主张进行批评。新公共管理有三大理论预设:政治与行政分属不同的领域;公共管理应该排除价值考量;人是“工具人”和“经济人”。在现代公共管理中这三大理论预设都存在种种问题,应该进行全面解构与反思。新的公共管理理论应该建立在新的理论预设的基础上。
Theoretical presupposition is the logic starting point and logical support of scientific research, but it is not unbreakable truth. Reflections on the theory should start from the theoretical premise, not just to criticize the specific theoretical claims. There are three major theoretical presuppositions of NPM: politics and administration belong to different fields; public management should exclude value considerations; and people are “tool people ” and “economic people ”. In the modern public management, there are various problems in these three theoretical presuppositions, which should be fully deconstructed and reconsidered. The new theory of public management should be based on the new theoretical preconditions.
