党的十五届三中全会提出农业的根本出路在科技、在教育,所谓科技包含着农业机械技术的广泛应用。如何合理地使用农机,是一个重要的技术经济问题,也是农机化生产过程中经营管理的中心。有了农业机械,仅仅是具备从事生产的物质条件,是潜在的生产力,只有管好用好农业机械,充分发挥其效能,才能使其变为现实生产力。
The Third Plenary Session of the 15th CPC Central Committee put forward the fundamental solution to agriculture in science and technology and in education. The so-called science and technology contains a wide range of applications of agricultural machinery and technology. How to use agricultural machinery reasonably is an important technical and economic issue and also a center of operation and management in agricultural mechanization. With agricultural machinery, merely having the material conditions for production is a potential productive force. Only by properly using agricultural machinery and giving full play to its effectiveness can we turn it into an actual productive force.
