I. Five Changes in Japan’s Foreign Direct Investment Japan’s OFDI In September 1985, the finance ministers’ meeting of the five nations adjusted the value of the U.S. dollar. After the appreciation of the yen, Japan has continued to expand at a rate not seen before. This is the third wave of foreign direct investment following the wave of the first wave of investment from 1972 to 1974, including the oil crisis, and the second wave of investment from around the second oil crisis to around 1980. Japan’s foreign direct investment exceeded 1 trillion U.S. dollars in 1984 and continued to increase by more than 10 billion U.S. dollars annually. In 1989, Japan’s foreign direct investment reached the largest one in history, reaching 67.5 billion U.S. dollars. At the end of 1989, 67% of the cumulative amount increased during 1986-1989.
