城市的地下管网系统,包括给水管道;雨水管道;污水管道;电力电缆;电讯电缆;煤气管道;热力管道系统等等,它们的功能与其重要性正像人体中的循环系统一样,不断地运送城市所需要的能源与信息,同时又排出废物,保证城市的正常运行,维持城市的生命。但是目前我们城市现有的这些地下管线系统多数都是在19世纪甚至更早时间形成,各种公用管线的种类和容量少,且多已老化,由于市区的飞速发展和人民物质生活水平的日益提高,已使它无论在数量和容量上与目前城市生产与生活的要求越来越不相适应,严重地影响了城市的正常运行。而且,根据对2000年人口的估计,城市的人口会更高度地集中,对环境的要求也会更高。因之,特别是在人口高度集中的城市地区,必需要有远见地对现有的地下公用管网系统进行重新的划规和改建,以满足城市正常生活与生产的需要,并使其在今后的使用中具有足够的灵活性。
