1946年1月14日,中共辽宁一地委机关报《辽河新报》创刊。俞质明任社长,胡枚正任总编,路逸任编辑。以后,伍齐任秘书,谷乐任总务部长,武翁皓负责厂务部和校对,还有耿仲麟、王再斯、钢铁城、顾宛瑜、高凌汉等人。《辽河新报》的印制设备是从接收日伪财产中收集来的:四、五台平板印刷机、一台半开的小裁纸刀、几十部大大小小的电动机;从辽阳泰记书局接收的手摇铸字机和几付铜字模,以及一部分印报的纸张。报社的编辑室和印刷厂,设在忌烟所的小院里,只有两间房。《辽河新报》为四开四版,报纸为3日
