各市、县(区)人民政府,省人民政府各部门、各直属机构,各大企业,各高等院校:《福建省城镇土地使用税实施办法》已经省人民政府研究同意,现予印发。城镇土地使用税调整是落实科学发展观、构建和谐社会以及促进海峡西岸经济区建设的重要举措,有利于加强土地宏观调控,促进土地合理利用,调节土地级差收入,提高土地使用效益。各市、县人民政府要高度重视,结合本地实际,合理划分土地等级,在本实施办法确定的税额幅度内,制定相应的税额标准,逐级报省人民政府批准执行。各设区市人民政府应于2007年10月31日前将本地区的税额标准报省人民政府。厦门市人民政府自行制定税额标准并报省人民政府备案。
All municipalities and counties (districts) people’s governments, provincial people’s government departments, all directly affiliated institutions, major enterprises and colleges and universities: “The Implementation Measures of Urban Land Use Tax in Fujian Province” has been promulgated by the provincial people’s government and is now being issued. The adjustment of urban land use tax is an important measure to implement the scientific concept of development, build a harmonious society and promote the construction of the economic zone on the west side of the Taiwan Straits. It is conducive to strengthening the macro-control of the land, promoting the rational utilization of land, regulating the income from land-level differences and improving the land-use efficiency. People’s governments in cities and counties should attach great importance to them and formulate corresponding tax standards within the scope of the tax amount determined by the implementation measures in light of the local conditions and rationally divide the land classification and report them to the provincial people’s government for approval. People’s governments of all districts, municipalities and autonomous regions shall submit the tax standards of their respective regions to the people’s government of the province before October 31, 2007. Xiamen Municipal People’s Government to develop their own tax standards and submitted to the provincial people’s government for the record.
