警察逃亡问题是民国时期警界的一大痼疾,不同程度地存在于民国的各个时期。抗战爆发后,四川省会警察局一度出现了警察逃亡案件明显增多的迹象。大量警察逃亡,造成了警察队伍的不稳定,阻碍了警察队伍整体素质和业务能力的提高,还造成了一定数量的公共财物的流失。警察逃亡案件频繁发生的根本原因是警察工作十分艰苦,而待遇微薄,开展工作还经常受到刁难,使警察职业失去了应有的吸引力。针对警察逃亡案件频繁发生的现象,南京民国政府采取了事前预防和事后惩处两种办法予以治理,并起到了十分明显的效果。
The issue of the flight of police officers was a major cause of the police in the period of the Republic of China and existed to varying degrees in various periods of the Republic of China. After the outbreak of the war of resistance against Japan, the police department of Sichuan Province once showed signs of a clear increase in cases of police flight. The flight of a large number of police officers has caused instability in the police force, impeded the improvement of the overall quality and professional ability of the police force, and caused the loss of a certain amount of public property. The basic reason why police fleeing cases frequently occur is that the police work is extremely difficult and the treatment is meager and the work often carried on has also made things difficult for the police profession to lose its due appeal. In response to the frequent cases of police fleeing, the government of the Republic of China in Nanjing has taken precautionary measures and ex post punishment to rectify the situation and has played a very significant effect.
