国有企业改革是过去三十年多年来经济改革工作的核心和关键,在现在和未来也仍是经济市场化的主要出发点和着力点。本文通过明确国有企业定位肯定国企的市场融合之路,在回顾改革路径的基础上审视国有企业使命、角色“双重冲突”及既得利益集团的阻扰,探讨推进国企改革的思路。
The reform of state-owned enterprises is the core and key to the economic reform over the past three decades and remains the main starting point and the focus of economic marketization now and in the future. This paper clarifies the orientation of state-owned enterprises and affirms the market integration of state-owned enterprises. On the basis of reviewing the reform path, it examines the state-owned enterprise mission, the role of “double conflicts” and the obstructions of vested interest groups and explores ways to promote the reform of state-owned enterprises.
