国民经济是一个相互高度依赖的系统,它同时包括物理和网络两个组成部分。对该系统可能面临的攻击和威胁,建立和完善相应的法律法规,应当是当代国家经济任务的核心议题。互联网空间层出不穷的安全问题使各国监管机构意识到,所谓绝对安全的目标,在技术上难以实现,而且在风险管理上也难以操作。因此各国监管机构均转而用一个全方位、更加立体的眼光来看待互联网安全问题,认为应该建立一个由事先、事中和事后所组成的法治化体系。
The national economy is a highly dependent system, which includes both physical and network components. Attacks and threats that the system may face and the establishment and improvement of corresponding laws and regulations should be the core issues for the economic tasks of contemporary countries. The endless security problems in the Internet space make national regulators realize that the so-called goal of absolute security is technically difficult to achieve and difficult to manage in risk management. Therefore, the regulatory agencies in all countries turn to Internet security in an all-round and more stereoscopic view. They think that a rule of law system consisting of things in advance, during and after the event should be established.
