1945年抗战胜利前夕,新四军奉命将二师、三师主力部署在淮南津浦路西,准备迎击蒋顽军东进摩擦。我军在路西等待半个多月,未见国民党军行动,三师师长黄克诚认为,日寇投降,蒋介石急于抢占大城市及交通要道,暂无东进迹象,部队与其旷日持久地集结待机,不如回师消灭根据地的日伪军,巩固后方,以图再进。
