在改革开放和建立社会主义市场经济体制新形势下,督办捡查机构怎样打开局面.树立威信,更好地协助党委抓好决策的贯彻落实?这是摆在全体督查工作者面前的一个现实而紧迫的问题。从我们的工作实践来看,“一线督查”是一种行之有效的好形式,应该成为新形势下督办检查机构的基本工作方法。“一线督查”是相对于“以文督文”的传统督查方法而言的。其核心内容就是在督查工作的主攻方向、精力摆布和工作重点等方面最大限度地向基层一线倾斜,通过收集和反馈大量真实的基层一线情况.来服务领导决策,促进决策落实。之所以将“一线督查”作为新时期督办检查机构的基本工作方法,这是因为:
